This is Vodyanoi aka male water spirit of fresh rivers and lakes who comes from Russian folklore. He is specifically inspired by the character from the 1970s Soviet cartoon "Flying Ship". In the cartoon he helps the hero build the flying ship because he wants to fly but he cannot leave the swamp where he lives.
He sings: "I am Vodyanoi, I am Vodyanoi, who will ever spend their with me, when I am surrounded by mucky waters"
