I used the CinDwood universal hat loom 90 peg 3/8" gauge with 2 wedges. 3 skeins of Caron Simply Soft Party 1 Skein of Red Heart Fur Sure 1 Skein of Red Heart Sashay Sequin All in a white base This has photo and written instructions, with links on areas that might be troubling you for video tutorials. This is an advanced pattern and does require some sewing, stitch holders and taking off and reapplying stitches back to the loom. There is some stitch patterning, and there is a newer technique using the ruffle yarn. There are pretty thorough instructions. Is a lovely pattern for a professional photoshoot with your baby girl.
