Knitted flat and seamed using 3.5mm needles with DK yarn will give you the size mentioned. Vary these and you get different sizes.

Any DK brand in the appropriate colours will work. I did use Stylecraft cosy delight for the hair because it brushes up nicely. You will also need some embroidery thread or to split your yarn for doing the medals and facial features. I used beads for the eyes and buttons.

Less than 5g of each colour was used.

i don’t class this as a doll/toy because I used beads. You must use your discretion if making it as a toy.
