This looks like a shallow triangle shawl. But the construction is different from the traditional triangle. This one is worked from the middle to the side, the boarder is worked as you go. While knitting you also drop a few stitches, but on purpose! These lines will later be used to add the embroidery that let the body of the shawl pop.

The pattern has charts and written instructions as well as a picture tutorial for the embroidery.
