For this pattern, my tester, Suntaree Kissire, used a 3.75 mm hook (US = F/5, UK = 9), and the measurements with the recommended yarn were 99 cm (39”) wide and 101.6 cm (40”) high, without a border.
These dimensions are primarily suitable for a baby crib (beds approx. 60x120 cm) or as a security/receiving blanket.
