Loved the pattern! I made the dress for my coming granddaughter. The only thing I would change about the pattern is to state what size it makes in the title. The picture looks tiny but the smallest size was 1-2 years...which I made anyway but would probably have made a 6-12 months.

Chloë's Dress, inspired by my daughter Chloë, is knitted from the hem to the underarms, circularly. The shirred bodice is knitted flat, with a placket in the back, and the puffed sleeves are picked up and knitted down. Different knitting stitch patterns are used in the bodice to give the effect of a smocked dress. It is finished in a knitted I-cord bind-off at the cuffs and neck and also has a dainty knitted picot hem. This design won first place in the Design Competition at the 1987 TKGA National Convention and was featured on the cover of Cast-on Magazine, Summer 1988.
